The Evaluation Report
The Evaluation Report provides an overview of the Queensland HCWSP program from the start-up until December 2023. This document provides a whole program overview, and builds on reports provided in March 2023, June 2023 and November 2023. The report describes the evolution of the program as it gathered momentum over its course, drawing from Skills Hubs enrolments and candidate employment, the experiences of consortium leads and program staff, and insights from providers, older people receiving care, and the care workers themselves.
The purpose
The purpose of the evaluation is to demonstrate the process and
impact of grant activities over the lifetime of the project, in terms of:
- Evolution and implementation of program activities.
- Attractiveness of the work and retention of the aged care workforce.
- Characteristics of those seeking work, and those gaining and remaining in work.
- Experiences and perspectives of the program, processes and work.
- Insights and lessons learned.
The role of the evaluator:
- Identify needs and root causes – by understanding the context for the program
- Understand stakeholders and their various perspectives and interests, including the volunteer consumer advisors
- Evaluate program resources
- Facilitate change – by providing formative information
- Capture, analyse and interpret data
- Assess and report on program processes and outcomes, lessons and recommendations.
The Home Care Workforce Support Program Landscape
The Evaluation Report considers the broad landscape and stakeholder map impacting the Project and how this relates to the experiences of aged care providers, care workers, and the people they care for.
